Most significantly, the study found that “ICU admission was 12 percentage points lower (p = 0.018) and intubation rates were 6 percentage points lower (p = 0.017) in cannabis users,” even after adjusting for age, sex, BMI, and tobacco smoking history.”

It also exempts businesses that have to abide by stricter testing rules to qualify for federal licensing and contracts.”
I would say it’s closer to we are pulling out of the death spiral but I haven’t seen any evidence that we have fully pulled out.
